Passport Seva requires 4.5 x 3.5 cm with a white background. Its ICAO-compliance guidance does publish a head figure after all - the face must take up 80-85% of the photograph, which is 36-38 mm of the 45 mm height. The previous 31-36 mm here was the generic ICAO 70-80% band and framed the head too small for this authority. Note that 80-85% is larger than the 70-80% chin-to-crown band in ICAO Doc 9303 despite the guidance calling itself ICAO-compliant, so the wording may describe the head including hair rather than chin to crown.
